State Budget Deal Appears Closer, City Funds Remain in Jeopardy
Legislative leadership and Gov. Arnold Schwarzenegger, also known as the Big Five, met multiple times this week to attempt to resolve the state’s deficit. The budget gap is now estimated at $26.3 billion. While the leaders say they are close, in the absence of a final agreement, the remaining legislators returned to their districts for the weekend. Of critical importance to cities is that local government funding remains “on the table” and is extremely vulnerable through a variety of irresponsible and illegal budget proposals and scenarios. In an article that appeared in today’s Sacramento Bee it is being reported that “California cities and counties will take a multibillion-dollar hit to help close the state's massive budget gap.”

20         9:30 a.m. - 4:30 p.m. The California Integrated Waste Management Board will hold two informational Workshops to discuss the development and implementation of the Mandatory Commercial Recycling Measure as required by the AB 32 Scoping Plan. 20-23    The American Recovery and Reinvestment Act of 2009. The Office of Management and Budget (OMB) will hold a series of Webinars to provide ARRA grant recipients information on how to comply with reporting requirements.  These requirements were published on June 22 in OMB Memorandum M-09-21, “Implementing Guidance for the Reports on Use of Funds Pursuant to the American Recovery and Reinvestment Act of 2009”. For details on the Webinars, including a schedule and registration, visit www.recovery.gov.

 

21         The American Recovery and Reinvestment Act of 2009: Financing Opportunities for California’s Public Agencies. Applications due to the federal Department of Housing and Urban Development (HUD) for Capital Fund Recovery Competition grants in the Energy Efficiency category.  Applications for the other three categories of these grants are due by August 18.  (For more information see the section on Public Housing Capital Fund in the City Funding Book on the League’s Web site.)

 

22         The American Recovery and Reinvestment Act of 2009. The California Commission for Jobs and Economic Growth, in cooperation with Governor Arnold Schwarzenegger’s Recovery Task Force, is hosting a Southern California conference at the Anaheim Convention Center, focusing on transforming Californias share of federal stimulus funding into new jobs.  This is the second installment of a series of three conferences. 

 

23         The American Recovery and Reinvestment Act of 2009. The California Commission for Jobs and Economic Growth, in cooperation with Governor Arnold Schwarzenegger’s Recovery Task Force, is hosting a Bay Area conference at San Jose State University, focusing on transforming Californias share of federal stimulus funding into new jobs.  This is the third installment of a series of three conferences.

 

28-31    The American Recovery and Reinvestment Act of 2009. California Energy Commission staff will conduct workshops to discuss the preliminary guidelines for three specific program areas to be funded by the American Recovery and Retirement Act (ARRA) State Energy Program (SEP). The specific program areas are: 

1.       Municipal Financing District Program (AB-811-type programs)

2.       California Comprehensive Residential Building Retrofit Program

3.       Municipal and Commercial Building Targeted Measure Retrofit Program. 

Up to $96 million will be made available through a solicitation process for these three programs. The same agenda and topics will be covered at all three workshops.
