League Continues to Have Concerns About Final Budget Package
Late Friday afternoon, the League issued a news statement expressing that while the Legislature eventually recognized the concerns of economists, legal experts and concerned taxpayers, by mitigating unconstitutional provisions, serious concerns remain about the budget’s impact on local communities. The final budget includes devastating losses of local revenues to finance the state’s expenses, but it is less harmful than when the voting began 24 hours ago.

League and CSAC Respond to Assembly Member Blakeslee’s Comments on Prop. 1A Loan
Securitization is No “Sure Thing”

Assembly Member Sam Blakeslee (R-San Luis Obispo) made several statements on the impact the Proposition 1A property tax loan would have on cities and counties. The League and the California State Association of Counties (CSAC) on Thursday, July 23, issued the following statement in response outlining the serious problems that would be associated with the securitization of a Prop. 1A loan. The League also distributed a very similar memo to every member of the Legislature late Thursday afternoon.

League Holds Statewide Regional News Conferences Denouncing Big Five Budget Deal
League Regional Staff held news conferences across the state on July 22 and 23 denouncing the budget deal crafted by the Big Five earlier in the week. The news conferences held in Los Angeles, San Diego, Santa Ana, Vacaville, Santa Cruz, San Luis Obispo, and Modesto garnered significant media coverage. Reporters were very interested in finding out what local mayors and council members had to say about the reckless budget proposal put forth by state lawmakers as a balanced fiscal plan for California’s future.

Protecting Local Revenue is Top Priority of Summit Delegates
Hundreds of local government officials gathered in Sacramento July 17 and 18 to tackle key solutions for restoring efficiency, transparency and accountability in state government. The 545 local government officials present represented California’s nearly 8,000 city, county and school elected officials. The two-day summit, Rebuilding California from the Ground Up, was the launch of a major local government effort to develop reform measures and strategies that provide greater autonomy, flexibility and fiscal tools to local governments.

Legal Victory Affirms Local Agencies’ Power to Set Compensation and Terms of Employment
Local governments secured a significant win last week when the California Supreme Court declined to review the First District Court of Appeal’s decision in County of Sonoma v. Superior Court (Sonoma). In this important case, the Court of Appeal affirmed what local agencies have been arguing for several years: the Legislature cannot compel local governments to submit to binding interest arbitration when they reach an impasse with firefighter and law enforcement unions over the terms of a proposed memorandum of understanding (MOU).

Threat of Local Preemption Removed from Remote Caller Bingo Legislation
Preemptive language contained in previous versions of SB 126 (Cedillo-Los Angeles) has been removed to provide technical clean-up language to remote caller bingo statutes.

28-31    The American Recovery and Reinvestment Act of 2009. California Energy Commission staff will conduct workshops to discuss the preliminary guidelines for three specific program areas to be funded by the American Recovery and Retirement Act (ARRA) State Energy Program (SEP). The specific program areas are: 

1.       Municipal Financing District Program (AB-811-type programs)

2.       California Comprehensive Residential Building Retrofit Program

3.       Municipal and Commercial Building Targeted Measure Retrofit Program. 

Up to $96 million will be made available through a solicitation process for these three programs. The same agenda and topics will be covered at all three workshops. 10         American Recover and Reinvestment Act of 2009: Changed Application Deadline.  The U.S. Department of Energy just announced that the filing deadline for applying for formula grants under the Energy Efficiency and Conservation Block Grant (EECBG) program has been extended until 5:00 p.m. Pacific Time, Monday, August 10, 2009. (The previous deadline was June 25.)  If you still plan to file your application today and are having trouble using the electronic filing system through FedConnect, please remember that DOE will accept EECBG applications via email.  To utilize this option, send your application to EECBG@NETL.DOE.GOV, and include this message in email subject line -- EECBG Application (Unique Identification Code). To develop your city’s Unique Identification Code for the subject line of the email, simply follow this format:

1. (State code)  2. (Type of Local Government)  3. (Name of Local Government). As an example, OH-CITY-COLUMBUS is the Code for Columbus, Ohio.    

 

11         1:00 p.m. - EPA’s ENERGY STAR program hosts regular webcasts. State and local officials and staff, facility managers, and energy managers will learn how government officials can leverage EPA’s Portfolio Manager tool to assess the energy use of buildings and identify best improvement opportunities.
