Local Funds Part of Final Budget Solution
Prop. 1A Suspended, Redevelopment Funds Illegally Seized

Gov. Arnold Schwarzenegger on Tuesday, July 28, signed the budget. The package, which contained 27 bills, ultimately pared down the general fund budget to $84 billion, compared to a year ago when the general fund budget was more than $100 billion. A significant portion of the final budget package relies on local funds to balance the state deficit.

What You Should Know About “Securitization” Of The Prop. 1A Loan
The enactment on July 24 of legislation providing for the “borrowing” of up to 8 percent of the local property tax under Proposition 1A (2004) recognizes the state’s constitutionally required repayment obligation by June 30, 2013. The Prop. 1A repayment legislation (ABx4 15) also authorizes cities and other local agencies to sell this repayment commitment (or “Prop. 1A receivable”) to a joint powers authority (JPA), sponsored by the League and the California State Association of Counties (CSAC), (California Communities), and in return receive a portion of bond proceeds from the JPA long before the state is required to repay the “Prop. 1A loan.”

Final Budget Includes Illegal Redevelopment Seizure
The $2.05 Billion Redevelopment Take Means 198,000 Lost Jobs

Although the budget signed into law by Gov. Arnold Schwarzenegger earlier this week includes several “wins” for cities, the League remains concerned about the constitutionality and economic impact of the redevelopment agency take. The FY 2009-10 budget seizes $1.7 billion in redevelopment revenue and an additional $350 million in FY 2010-11, totaling $2.05 billion.

The Sacramento Bee Features Database to Calculate Impact of State Budget on Cities and Redevelopment Associations
With the ink of the state budget barely dry, local governments across California are bracing for the impact. The Sacramento Bee on Friday, July 31, posted a story online featuring a database that lets users calculate how much cities, counties and redevelopment agencies are poised to lose. The database uses information from CaliforniaCityFinance.com and the California Redevelopment Association.

3          American Recover and Reinvestment Act of 2009: Energy Efficiency and Conservation Block Grant Program Funding Workshop. 10 a.m. -12 p.m. California Energy Commission (CEC) staff will conduct a workshop for small cities and counties to discuss the Energy Efficiency and Conservation Block Grant (EECBG) Program of the American Recovery and Reinvestment Act of 2009.  The workshop location is: California Energy Commission, 1516 Ninth Street, First Floor, Hearing Room A, Sacramento, (Wheelchair Accessible), WebEx available.  No reservation is necessary.  For more information on this workshop please visit the CEC Web site.

 

6          9:30 a.m. - 4:30 p.m. The California Integrated Waste Management Board will hold the second of two informational Workshops to discuss the development and implementation of the Mandatory Commercial Recycling Measure as required by the AB 32 Scoping Plan. 10         American Recover and Reinvestment Act of 2009: Changed Application Deadline.  The U.S. Department of Energy just announced that the filing deadline for applying for formula grants under the Energy Efficiency and Conservation Block Grant (EECBG) program has been extended until 5:00 p.m. Pacific Time, Monday, August 10, 2009. (The previous deadline was June 25.)  If you still plan to file your application today and are having trouble using the electronic filing system through FedConnect, please remember that DOE will accept EECBG applications via email.  To utilize this option, send your application to EECBG@NETL.DOE.GOV, and include this message in email subject line -- EECBG Application (Unique Identification Code). To develop your citys Unique Identification Code for the subject line of the email, simply follow this format: 1. (State code)  2. (Type of Local Government)  3. (Name of Local Government). As an example, OH-CITY-COLUMBUS is the Code for Columbus, Ohio.

 

10         Clean Energy Summit - 9 a.m. The California Energy Commission, California Workforce Investment Board (CWIB), and the Employment Development Department (EDD) will host a Clean Energy Summit to discuss the Solicitation for Proposal for the Clean Energy Workforce Training Program and leveraging state and federal workforce development funding for the clean energy industry. The first of two identical workshops will be held at: Ziggurat Building, 707 3rd Avenue, West Sacramento, (Wheelchair Accessible),
WebEx available.  Register online by Aug. 6. The second workshop will be held on Aug.12.           

 

11         1:00 p.m. - EPA’s ENERGY STAR program hosts regular webcasts. State and local officials and staff, facility managers, and energy managers will learn how government officials can leverage EPA’s Portfolio Manager tool to assess the energy use of buildings and identify best improvement opportunities.
