California Communities Establishes Prop. 1A Securitization Program
California Communities, a joint powers authority (JPA) sponsored by the League of California Cities and the California State Association of Counties (CSAC), announced its plans on Aug. 5 to launch a securitization program for the Proposition 1A property tax loan to the state. The announcement was distributed to the various local government associations whose members will lose 8 percent of their property tax revenues to the state in FY 2009-10. The program is intended to replace 100 percent of the funds loaned by local agencies to the state. California Communities is soliciting proposals to put together the financing team for this project and is prepared to move expeditiously to structure the project.

Opposition Letters to SB 802 Needed
Legislation to Limit Retention Proceeds to be Sent to Governor’s Desk

Local agencies must accept the lowest responsible bidder for construction projects, and often use retention proceeds on progress payments to ensure that projects are timely and complete. Local agencies commonly begin with a 10 percent retention rate, and reduce retention to 5 percent at the half-way point of project completion if adequate progress is being made and the contractor is acting in good faith. However, SB 802 (Leno) would require local agencies to limit retention to 5 percent over the life of a project, thus protecting potential bad actors and placing public interests and public funds at risk.

The California Natural Resources Agency on Aug. 3 released recommendations on how the state can respond to the threat of climate change. California is the first state to develop a comprehensive plan to guide adaptation to climate change.

Representatives from coastal cities and counties will have a formal roundtable discussion with Coastal Commissioners as part of a special workshop on the Local Coastal Program (LCP) process, on Wednesday, Aug. 12 at the Hyatt Regency Embarcadero in San Francisco from 8 a.m. to 12 p.m.

10         American Recover and Reinvestment Act of 2009: The California Energy Commission (CEC) is asking that all parties interested in Energy Efficiency and Conservation Block Grant (EECBG) funding for small cities and counties, review and comment on the commission’s final proposed guidelines, no later than August 10.  A copy of the proposed final guidelines is available on the CEC Web site.

 

10         American Recover and Reinvestment Act of 2009: Changed Application Deadline.  The U.S. Department of Energy just announced that the filing deadline for applying for formula grants under the Energy Efficiency and Conservation Block Grant (EECBG) program has been extended until 5:00 p.m. Pacific Time, Monday, August 10, 2009. (The previous deadline was June 25.)  If you still plan to file your application today and are having trouble using the electronic filing system through FedConnect, please remember that DOE will accept EECBG applications via email.  To utilize this option, send your application to EECBG@NETL.DOE.GOV, and include this message in email subject line -- EECBG Application (Unique Identification Code). To develop your citys Unique Identification Code for the subject line of the email, simply follow this format:

1. (State code)  2. (Type of Local Government)  3. (Name of Local Government). As an example, OH-CITY-COLUMBUS is the Code for Columbus, Ohio.

 

10         Clean Energy Summit - 9 a.m. The California Energy Commission, California Workforce Investment Board (CWIB), and the Employment Development Department (EDD) will host a Clean Energy Summit to discuss the Solicitation for Proposal for the Clean Energy Workforce Training Program and leveraging state and federal workforce development funding for the clean energy industry. The first of two identical workshops will be held at: Ziggurat Building, 707 3rd Avenue, West Sacramento, (Wheelchair Accessible),
WebEx available.  Register by Aug. 6 at:  www.energy.ca.gov/greenjobs/. The second workshop will be held on Aug.12.           

 

11         1:00 p.m. - EPA’s ENERGY STAR program hosts regular webcasts. State and local officials and staff, facility managers, and energy managers will learn how government officials can leverage EPA’s Portfolio Manager tool to assess the energy use of buildings and identify best improvement opportunities. Please register for ENERGY STAR webcasts on their Web site.

 

12         Clean Energy Summit - 9 a.m. The California Energy Commission, California Workforce Investment Board (CWIB), and the Employment Development Department (EDD) will host a Clean Energy Summit to discuss the Solicitation for Proposal for the Clean Energy Workforce Training Program and leveraging state and federal workforce development funding for the clean energy industry.
