Senate Approves Prison Reform Package
ABx3 14 Narrowly Passes, Awaiting Vote in Assembly

The Senate on Thursday, Aug. 29, voted on a package of reforms designed to reduce California’s prison population by approximately 26,800 by mid-2010, and by 43,200 by mid-2012. This vote followed the adoption of the budget in late July that included an unallocated $1.2 billion cut to the California Department of Corrections and Rehabilitation (CDCR) and an agreement to specify how to implement that cut before the end of session in September. The reforms also attempt to respond to an order issued by a federal three-judge panel on Aug. 4 to reduce the state prison population by about 40,000 inmates.

DOF Releases List of 51 Suspended State Mandates
The Department of Finance (DOF) provided the League on Monday, Aug. 18, with a list of 51 state mandates that have been suspended for FY 2009-10 through the recent state budget agreement. A copy of this letter with a list of suspended mandates has been posted on the League’s Web site.

Legislative Water Package Details
With the release last week of a package of bills by Senate and Assembly Democrats intended to deal with Delta restoration, water conservation and water use, water issues will be dominating the end of the legislative session. The bills, in pre-print form, would require development of a Delta Plan, create a new Delta governance structure, require a 20 percent reduction in statewide urban per capita water use by 2020 and establish new water use reporting requirements. The measures also include provisions related to funding, implementation of the Bay-Delta Conservation Plan and in-stream flows.

Supreme Court to Rule on Prevailing Wage Payments for Construction Contracts
The California Supreme Court earlier this week agreed to consider the case of State Building and Construction Trades Council of California (SBCTC) v. City of Vista. At issue in this case is whether charter cities are required to comply with the state’s prevailing wage law when awarding construction contracts. The Court of Appeal concluded the answer is no – charter cities are not required to pay prevailing wages. SBCTC appealed the decision, and now the Supreme Court will settle the issue.

27         The American Recovery and Reinvestment Act of 2009: The Department of Energy will hold a Webinar workshop from 9:00-10:30 a.m. Pacific Time, on the subject:  Energy Efficiency & Retrofit Jobs in the Buildings Industry — Workforce Overview.  You must register in advance to obtain the URL and password for logging on via the Internet and the phone number to connect to the audio.This webinar will provide an overview of jobs involved with retrofitting existing homes to improve energy efficiency, and specifically look at:

·         Overview of energy efficiency and retrofit jobs

·         Job skills and scaling up training

·         Partnering between community colleges and workforce agencies

·         Overview of certifications

·         State and local workforce practices

This webinar is geared toward Workforce Investment System labor offices and agencies, training centers and other organizations that consult with workers about job opportunities and training.

 

28         The American Recovery and Reinvestment Act of 2009: Energy Efficiency and Conservation Block Grant and State Energy Programs Informational Workshop –

1 – 4 p.m. California Energy Commission staff will conduct an informational workshop to discuss the status of proposed funding areas for the Energy Efficiency and Conservation Block Grant (EECBG) Program and State Energy Program (SEP). Staff will seek public and stakeholder comment on the proposed guidelines for both programs. Commissioners may attend and participate in this public workshop. The workshop will be held:
