Major Items Remain Pending in Final Hours of Legislative Session
The legislative session is finally winding down after a long and raucous year. At the Capitol, the year was dominated by a historic budget crisis, tension between legislators and Gov. Arnold Schwarzenegger, a recent legislator’s resignation, grass roots-clamoring for legislative reform, and last-ditch efforts to establish major policy changes on water to avoid being labeled what Senate Pro Tem Darrell Steinberg called “a culture of failure.” Before the closing gavel hits sometime in the next 24 hours, there are still a number of important pending items of interest to cities.

Draft Report for SB 375 Target Methodology Released for Comment
Deadline to Submit Comments Sept. 16
SB 375 (Steinberg) requires each regional Metropolitan Planning Organization (MPO) to develop a plan for achieving a greenhouse gas emission reduction target from cars and light trucks. As part of the process, SB 375 created the Regional Targets Advisory Committee (RTAC) to advise the state Air Resources Board on the methodology it should use to set the targets for the state’s 18 MPOs.

New PPIC Survey Shows Concern About Cuts to Local Government Services at Record High
Voters Strongly Inclined to Support Reforms to State Budgetary System
A survey released by the Public Policy Institute of California (PPIC) yesterday shows that Californians are deeply concerned about the impacts of cuts to city, county and other local services that result from state budgetary raids of local revenues. An overwhelming 87 percent of voters responded that they are either very or somewhat concerned about “the effects of spending cuts on your local government services – those provided by city and county governments and public schools”. Sixty percent of those surveyed are “very” concerned about cuts to local government services.

Congress Busy in Final Weeks of Federal Fiscal Year
Congress returned this week from its August recess to a full agenda: completion of the FY 2010 appropriations work, approving a comprehensive health care reform package and advancing climate protection legislation. Important to cities, Congress must also agree on a legislative solution that provides sufficient funding to maintain the Highway Trust Fund. This funding source expires on Sept. 30 with the current national transportation law, SAFETEA-LU.
