President’s Budget Proposal Includes $1.5 Billion in Aid to California
State Continues to Seek Additional Federal Dollars

President Barack Obama released his $3.8 trillion FY 2011 budget proposal on Monday, Feb. 1 for the new fiscal year which begins Oct. 1. As part of his proposal, the President committed to working with Congress to pass a comprehensive job creation program. The U.S. House of Representatives in December passed the Jobs for Main Street Act of 2010. Much needed funding for infrastructure is included in the measure’s provision extending the federal transportation program and restoring $20 billion to the Highway Trust Fund. The President is currently working with congressional leaders to develop a final agreement.

Peninsula Division Has Record Setting Signature Saturday
Volunteers Collect 700 Signatures

The effort to qualify the Local Taxpayer, Public Safety and Transportation Protection Act of 2010, hit a grand slam on Saturday, Jan. 30, as volunteers in 14 cities in the League’s Peninsula Division kicked off the first of three “Signature Saturdays.” All totaled, more than 700 signatures were collected by city officials and community members.

Campaign to Protect Local Government, Transportation and Transit Revenue Moves Full Steam Ahead
The last few weeks have been extremely busy for Californians to Protect Local Taxpayers and Vital Services, the coalition which is working to qualify the Local Taxpayer, Public Safety and Transportation Protection Act of 2010. Last week alone, close to 74,000 signatures were gathered, bringing the campaign total to approximately 300,000.

League Opposes One Transient Occupancy Tax Bill, Another May Be Introduced Soon
The League recently opposed SBX6 2 (Calderon), a bill that would create a special exemption to the “pay first” rule for various online travel companies seeking to challenge a disputed amount of transient occupancy tax (TOT) that is owed to the local jurisdictions. Another related piece of legislation is under development.

Crisis Training for Local Officials Being Offered in San Francisco and Long Beach
The National League of Cities (NLC) and the International City-County Management Association (ICMA) are sponsoring a Crisis Leadership for Local Officials training. Funded through the Department of Homeland Security, the training is being offered in San Francisco on March 18-19 and Long Beach on March 22-23.

CalRecycle, formerly the California Integrated Waste Management Board and the Department of Conservation Division of Recycling, asked the League to help distribute information to city officials about changes in the department.
